TO WHOM IT MAY CONCERN, and particularly, to the electors of the Donala Water and Sanitation District of El Paso County, Colorado.

 

NOTICE IS HEREBY GIVEN that a mail ballot election will be held ending on the 4th day of May 2010 at  7:00 p.m.  The mail ballot will list 5 Candidates and include two Tabor questions.  A separate Tabor Notice was mailed to all households on April 2.  The electors of the District shall vote for three Directors to serve 4-year terms of office on the Board of Directors of the District.  Candidates listed by random drawing are:

NOTICE IS FURTHER GIVEN that an eligible elector of said District for the purpose of said election is a person registered to vote pursuant to the “Colorado Uniform Election Code of 1992”, and (I) who has been a resident of the District for not less than thirty (30) days, or (II) who, or whose spouse, owns taxable real or personal property within the District, whether said person resides within the District or not.  A person who is obligated to pay taxes under a contract to purchase taxable property within the District shall be considered an owner of taxable property for the purpose of qualifying as an eligible elector.

 NOTICE IS FURTHER GIVEN that ballots will be mailed out to all eligible voters of the District between April 12-16, 2010.  They must be completed and returned by mail or in person to Donala Water & Sanitation District, 15850 Holbein Drive, Colorado Springs, CO 80921 no later than 7:00 p.m. Tuesday, May 4, 2010.  Although the District “drop boxes” at the Gleneagle Shopping Center, Baptist Road King Soopers, and in front of the District office may be used for ballot returns, please be sure to use the correct box and that the ballot envelope is fully deposited in the box.  Donala is not responsible for ballots that do not make it to the office via the drop box system.

 NOTICE IS FURTHER GIVEN that applications for and return of mail-in (absentee) voter’s ballots may be filed with and replacement ballots may be received from; Jackie Sipes, Designated Election Official of the District, at 15850 Holbein Drive, Colorado Springs, CO 80921 between the hours of 10:00 a.m. and 2:00 p.m., until the close of business on the Friday immediately preceding the regular election (Friday, April 30, 2010).  A form of identification will be required and you will be asked to sign a statement certifying you meet the eligible elector criteria above. NOTE:  This is for absentee ballots only.  All eligible voters will receive a ballot and return per notice above.  Any questions please call the office at 488-3603.

SUMMER HIRES

The District will employ two or three summer hires again this summer.  Applicants should be college students who are District residents and who are not afraid of manual labor.  Duties will include summer maintenance, landscaping, road repairs, painting, meter reading, etc.  This is an excellent opportunity for a scientific minded student as well.  There will be some exposure to the chemical and biological processes of water and wastewater treatment.  Some laboratory work is available.  Salary is $12.00 per hour.  Application deadline is 9 April at the District office (15850 Holbein Drive).


SPRINKLER SYSTEM START-UP

 Be careful! Although it has been a normal winter, your grass may need some water; I would be cautious about cranking up your system.  The frost this year is a foot to three feet deep, and your lawn irrigation lines are only 4”-6” deep – right in the middle of frozen ground.  It still gets cold at night in April, and the water in the lines will freeze.  You run the risk of line breaks.  If you must start your system up now (and for later as well), here are a few hints: 

1)  Check the ground to ensure it has thawed as deep as your system is buried.

2)  Use the system start-up procedures provided for your system.

3)  Fill the system slowly.  If you hear and feel your inside pipes clanging (water hammer), back off the flow.

4)  Turn on the system and cycle through all zones, looking for a leak.

5)  If in doubt about the low temperature at night, re-drain the system (when finished) as a guide, I use 25 degrees – (below that and I feel that the water might still freeze). 

  

HYDRANT FLUSHING

 Each spring we flush the distribution system to clean out the lines.  This year we plan to follow the schedule below.  While flushing, the iron sediment that has settled in the pipes will be dislodged and can find its way into your plumbing.  We recommend not doing laundry on that day and running your water for a minute or two after our flush to clear your lines of sediment.
