2012 Rate Resolution

 

 

It is hereby resolved this  29th  day of November 2011, by the Board of Directors of the Donala Water and Sanitation District to set the following rates and fees for 2012.  Changes from 2011 are noted in boldface.  NOTE:  Rates and fees can be changed at any time throughout the year with Board approval.

 

Residential Water Tap Fee – No change.  Last change was 2007 ($5500 to $6000).

 

Residential Sewer Tap Fee – No change.  Last change was 2007 ($5500 to $6000).

 

Residential Water Development Fee – No change.  Last change was 2009 ($4500 to $5000).

 

Residential Sewer Development Fee – No change.  Last change was 2009 ($1000 to $2000)

 

Commercial Water Tap Fee – No change.  No change.  Depends on size of water line as determined by District.  Cost as follows:  Last change was 2007 (to match residential change).

 

                                    ¾” line = $6,000                     2 ½” line = $  45,000

                                     1” line = $6,000                         3” line = $  60,000

                                 1 ½” line = $16,000                       4” line = $ 120,000

                                    2” line  = $32,000                       6” line = $ 240,000

 

Commercial Sewer Tap Fee – No change.  $6000 for first 20 fixture units (FU) (using AWWA approved formula for fixture units), + $250 per FU over 20, as a basis for negotiation.  Actual fee will depend on design and anticipated use.  The establishment must also comply with the District Sewer Use Regulation.  Quality concerns could increase tap fee.  Last change was 2007 (to match residential change).

 

Commercial Water Development Fee – No change.  $5000.  Last change 2008 (a % of $5000)

 

Commercial Sewer Development Fee – No change.  20% of tap fee. Last change was 2005

(40% to 20%).

 

Water Investment Fee - $2400/SFE.  New fee established in 2012 for “buy in” to renewable water costs for new development not platted when costs were incurred.  Initial fee covers the purchase of the Willow Creek Ranch, the connection to CSU infrastructure and all associated costs.  Initial fee is determined as single family equivalent share of $6.5M.  2751 SFEs in 2011 = $2363/SFE.  As additional water resources are purchased, fee will increase accordingly. 

 

Installation Fee - $1,250 ($200 refundable).  Last change was 2008 ($1000-$1250).

 

Availability of Service Fee - $300.  Last change was 2008 ($250 - $300).

 

Water Service RateMinimum - $25 for single family homes, $18 for multi-family (increase from $13).  Incremental rates:  $3.90/1000 gallons to 10,000 gallons (Up from $3.40);  $5.90/1000 gallons from 10,001 to 20,000 gallons (Up from $4.55);  $7.35/1000 gallons from 20,001-30,000 gallons (Up from $5.25);  $10.25/1000 gallons from 30,001 to 40,000 gallons (Up from $6.60);  $15.35/1000 gallons from 40,001 to 50,000 gallons (Up from $9.60).  $16.50/1000 gallons above 50,000 (Up from $11.10).  Last change was January 2010.

 

Townhome Irrigation Service Rate  – Same as residential rates up to 40,000 gallons.  Rate over 40,000 = $11/1000  (Up from $8.50)
($1.50 less for cooperative landscaper – cut demand by +/- 25%).

 

Golf Course Rates –  Potable same as residential rates.  Reuse rates, plus wells 5,6 & 13 increase to $3/1000 (up from $2.48). 
Last changed - 2010.  Augmentation Rates (Jakes Lake) increase to $2.25/1000 (up from $2).  Last changed - 2010.  Other well  rates in addition to reuse or Jake’s Lake increase to $4.00/1000 (up from $3.60).  Last changed - 2011.

 

Construction Water - $6.50/1000 gallons for water to be used inside the Donala service area (Up from $5/1000).  $13/1000 for water to
be used outside the Donala service area (Up from $10/1000).  Five hundred dollar deposit required on most accounts.  Bill is payable
monthly or customer will be “locked out” of the hydrant meter.

 

Sewer Service Rate – No change

 

Other Administrative Fees:

Service Charge – Courtesy visit to turn off curb stop for plumbing, real estate, or other issues up to 15 minutes – No charge.  Actual work required to clean-out, repair, uncover curb stop - $75.  District equipment use (Backhoe, Jet-Vac, Vac trailer, etc.) – charge per hour as described in District Rules and Regulations.

 

Non-sufficient Check Fee (NSF) - $40.00 

           

Re-connection Fee (after water has been disconnected) = $75.00

 

Lien Removal Fee - $100.00

 

Late Payment Fee - 5% per month

 

Disconnect Letter - $6/month

 

Groundwater Discharge to Sewer Penalty - $50.00, followed by water disconnection if not remedied within 30 days.

 

Unauthorized Discharge to Sanitary Sewer Penalty - $50.00.  $200.00 the second time.  $500.00 any subsequent occurrence and disconnection of water service.

 

Unauthorized Hydrant Use Penalty - $50.00, plus estimate of water used, charged at $13/1000 gallons (Up from $10/1000).

 

Backflow Test Report Penalty - $50.00 for late report and 30 days to correct. After thirty days, if no report is received, disconnection of water service.

 

Grease Trap/Interceptor Charge (for non-compliance for permit or failure to submit pumping reports) - $50.00.   $100.00 for second time.  $200 for subsequent occurrences and disconnection of water service.

 

Unauthorized Irrigation Penalty – First offense – warning letter, no charge.  Second offense – stronger warning, no charge.  Third offense - $50 (Up from $25).  Fourth offense - $100 and  termination of service (Up from $75).
